There are a lot of sites out there that give advice on how to get followers, but those are geared more towards marketers and spammers. There are a few good sites out there that give you some good insight into some people that you may be interested in following.
Mr. Tweet
Mr. Tweet is one of the better sites I’ve seen to suggest who you should follow, and has a good engine for recommendations and stats involving the interaction with those that you already follow and the recommended users. One of the downsides is that you have to follow Mr. Tweet in order to get the recommendations, but they are usually pretty good about not spamming their followers with messages other than topics involving Mr. Tweet. The main reason for the required follow is that Mr. Tweet will send you a direct message when your matches are ready for viewing. This doesn’t require the give-up of your email address and other personal information as the interface between yourself and Mr. Tweet is done through Twitter’s OAuth protocol.
The recommendation engine is pretty good, but I haven’t had too much experience with it because the group of people that I follow doesn’t use it as much. However it is definitely a way to publicly recommend user’s that you enjoy following to other users.

Who Should I Follow?
Who Should I Follow is another site that hooks you up with people you may enjoy following. However, instead of looking at current friends and the people they follow the go geographically and give you the option to choose how popular you want the users shown to you to be. The interface is not nearly as polished as Mr. Tweet, but the ease of finding new people to follow is the same. You should be careful though, if you click to follow a user through the site it will redirect you to twitter with a follow message in the box. Using the message follow technique will automatically follow the user through your timeline and through any mobile device you have setup. Easier is to go to the user’s profile and click follow.
Overall, both services give you what you are looking for. Mr. Tweet is really good with providing recommendations based off who the people you are already following are doing and WSIF gives you a great view of other users that you may not have run across yet.
